Sure but it isn't a direct damage power that only damages like a Special Attack, which is the way he is playing the character actually. So TK is just to move stuff, catch teammates as they fall, etc.
Cool! We have a Wasp-like character in our current Necessary Evil game (played by Shennaqua, in fact), and it can be a lot of fun.
Although it doesn't sound like its necessarily appropriate for Damselfly (who has Dumb Luck, etc.), one thing we did was put the Only When Shrunk limitation on her Attack Weak point, since in our case it represents her more easily being able to hit vulnerable areas - flying inside the ear canal, etc. She doesn't have it when full-size and using a gun, for example. I get the vibe from Damselfly that she's quite able and willing to hit someone in their weak spot even at full size, though.
i like him hes got a very different power setup
however i would do flying on a boulder like winged fight
as gadgets take weeks to repair or replace and i think he could fly on any rock
you've spent 3 points each on tk and earth mastery and pk
if they were in a multipower it would save 1 pt , and if im right about the powers book will handle it eventually 2 pts
or maybe you could add them your other multipower or is he supposed to slow opponents and wallape them with pk thrown rocks .

so the way i see it first you shut your opponent down with slow or immobilization .
then you do damage with the tk earth only applied to rocks allowing you to get by without armor or great combat values
