For Omnipotence, I certainly wouldn't make you pay that much if all you can apply them to are eligible existing powers. I'm not sure if Armor or Deflect can be raised past 3 even with Omnipotence. The rules for Cosmic Power Scaling (page 95) don't allow them to be bought higher 3 directly. But the description of Omnipotence says that ranks in a power plus ranks from Omnipotence stack. I'm just not clear on if they can stack over-and-above the normal max rank limit.
Beyond that, can he add new Immunities or Resistance via Omnipotence, or are those static choices? If his immunities and resistance are static, and Armor or Deflect cannot be raised above 3, then you are limiting your Omnipotence to just Push, Special Attack, Super Jump and Healing. Both Push and Special Attack already stack with your increasing Brawn + Cosmic Might, so may not need any extra boosting. Super Jump is based on Brawn squared, so also scales with your increasing Brawn.
So, depending on your interpretation of Deflect/Armor, and your concept for Immunities/Resistances, the only other power that doesn't already increase based on Cosmic Might is your Healing. Maybe drop Omnipotence and either scale up your Healing or leave it at 5 (his Hits don't increase, so he might not need more than 5 anyway). And if you do want to increase his Immunities, you could just buy Immunity 10 (allowable under the cosmic power scaling rules) with a limit that lets him only use 1 immunity per rank of Brawn, and it would be much cheaper than using Omnipotence.
When maxed out with Brawn 5 + Cosmic Might 25 for an effective Brawn of 10, he'd have a Soak of x13, a punch that is x13, and a Push that does knockback equivalent to a x22 attack in a Huge Burst. His Super Leap would be 1,000 squares.
