What about a game set in a 'Supers High school' - like that movie with Kurt Russel. Can't think what it was called, sorry.

And there's always the old "create yourselves, then add powers because of the comet that landed in the backyard," type story. Evading the Men in Black, etc.

How about they are some sort of government project:-

Scene 1 Danger Room

Danger room style, get them used to combat and flex their muscles

Scene 2 The Mess
So let them meet other major players the general, the head of the project, the sympathetic scientist, the MIB.

Scene 3 Project Termination

The students get wind the project is to be terminated or suspended, maybe they are clones and weren’t meant to have feelings, maybe the government kidnapped them and now the families investigations are getting to close, maybe the UN would have a fit at the gene manipulation or maybe the project is overspent and it’s a budget cut. They could over hear this, come across the transmission, see another class getting terminated (or if you want to be nice cryogenically frozen) or are warned by a sympathetic member of stuff.

Scene 4 The escape
As it says above.

Of course all these posts (including my own) are assuming that since your group is 11-14 they have to play "teen heroes" - which obviously isn't true.

I'm guessing they're familiar with the films out there - why not have them play Iron Man, Thor, Captain America, Wolverine, etc - they've just seen then on the big screen (or at home) and may be excited to play them. Or even Green Lantern or Batman or whoever.

I know they watch the Avengers so to minimize exposition I'll be running an Avengers game. The problem I'm running into is I have a tough time wrapping my head around world class challenges that aren't also horror.

There are plenty of Marvel mega-villains they can fight that have nothing to do with horror.

Graviton, Magneto, Doctor Doom, Kang. None of those villains have much to do with horror at all. Use one of them. Use Red Skull with Hydra,so they can mow down tons of agents.

It's a one shot, so keep it simple, and use something they know.

... the choice is WAAAAY simple, obvious and AWESOME... Clearly your villain (and A.I.M. minions!!) can be no other:
M.O.D.O.K. is so bossy.
"Go kill this! Go kill that! There's a spider in my bathroom, go kill it for me!"
He used to get his own hands dirty, NO MORE I tell you, NO MORE!!!

Not to mention, he's my fav.... an I made stats for him, here:

I was thinking of Doom or Red Skull, they both have a nigh inexhaustible supply of minions which gels with how my games are typically run with Street or Mystery Men level villains and a gang of minions. I'm staging up the game but don't want to step to far out of my own comfort zone for the amusement of kids that aren't even my own.

Sky High - that's what it was called. Not a bad movie.
