I'm still pretty new to BASH! and haven't grasped the UE version rules all quite yet.

I want to make a character who can use confusion or weaken as a telepathic power and vary the range by cost. This is variable correct?

For example: Confusion that costs 1 point and only causes a -2 penalty. I want my character to be able to vary the range, and thus energy cost of this power. So normally she would have to spend 2 points of energy for a close target, 3 points for a mid range target and so forth. Would the total cost in terms of character creation be her maximum in addition to another point for the enhancement?

How about a power that varies both in range and power? For example, using weaken in a way that gives a penalty to mind depending on range. The closer my character is to the target, the more powerful the effect.

Or maybe a multi-grappling power? I have another character who can deploy tentacles, and thus can vary the range and power of attacks or grapples. How would this cost in terms of character creation points and maybe have energy drained with sustained use of a tentacle?

I don't have time to address your full question now, but for varying the range on your Confusion we updated Variable in Awesome Powers (volume 4 or 5) to allow you to put some points aside just for range and area.
